Power of Three

RULES:
Zero-sum sudoku rules apply: Fill the grid with the digits 0-9 such that each of the digits 1-9 appear at most once in any row, column or box. The digit 0 may appear any number of times in the grid as permitted by other rules. The digits in every row, in every column, and every box must sum to the same number, which must equal the number of zeroes in the grid.
Digits along thermometers increase from bulb to tip, and every three consecutive cells on one form a set of residuals modulo-3 (one digit from the set {1,4,7}, one from {2,5,8}, and one from {0,3,6,9}). A thermometer bulb with two different endpoints is considered to be the same thermometer for the purposes of modularity. If two digits are separated by black dots, one is twice the other.

Do the black dots mean anything, or is it normal black kropki rules?
