Normal Sudoku rules apply. All arrows act as both modular arrows and entropic arrows.
MODULAR ARROWS - A digit on an arrow counts how many cells in the indicated direction have the same remainder mod-3 as itself, including itself.
ENTROPIC ARROWS - A digit on an arrow counts how many cells in the indicated direction are in the same entropic group (123, 456, 789) as itself, including itself.

Really good flow, and even know the combination of constraints is novel, it was not too difficult to understand the implications and find the way forwards at each stage
