Wind's Embrace (Snug Between Lines)

It's been a while since I've set a puzzle as life got busy for a bit, but I finally finished a design I've wanted to make for a while. When Mark solved
The Snug Bug on the CtC channel, he found a wonderfully clever approach that sadly did not lead anywhere, as it was a thought that never even occurred to me. Wind’s Embrace is my way of giving that idea the starring role it deserved.
(Theory-inclined solvers may also appreciate that this puzzle uses the most minimalist high/low disambiguator possible in the form of a single inequality sign - implying that without it, this puzzle still only has two solutions!)

Normal Sudoku rules apply.
Snug Between Lines: Digits on a line between two circles must have values between the digits in the circles. Each circle digit must be consecutive with at least one digit on the line. For example, (2)-7-3-5-(8) is a valid fill for a Snug Between Line.
Inequality Pair: The inequality sign points to the smaller of the two digits it separates.
