I tried out another break-in idea using the Run-Sum ruleset, and to my surprise, this complete puzzle practically emerged of its own accord.

Rules:

Chaos Construction: The grid has to be divided into nine regions of orthogonally connected cells. Each row, column and region has to contain the digits 1-9 once each.

Runs: Each uninterrupted extent of cells from a region in a row or column is called a Run. Single-cell Runs are possible. The sum of the digits in a Run is called Run Sum.

Clues: If a small number is given in the bottom-right corner of a cell, it gives the result of adding up the Run Sums of the vertical Run and the horizontal Run this cell is part of. A blue clue means this result is equal or higher than the given number. An orange clue means this result is equal or smaller than the given number.

Example: This is an example picture to clarify Runs and Run Sums. Some Runs are indicated by arrows next to them and the respective Run Sum is given by a red number.

Solution code: The 9 digits from column 4 (top-to-bottom) separated by (+) for borders between regions

Very nice!
Like the previous question in the same series, if you figure it out, it's a very smooth puzzle.
What's baffling is that I had already seen the hint in the comment section, but I still didn't react. I don't understand which step I got wrong.
It was only when I saw hint again that I suddenly realized.
I feel so ashamed.

Very nice! Loved the break-in a lot, thought it would be a walk in the park after that, but boy was I wrong. A really hard puzzle, but very satisfying to solve. Midsolve I thought I broke the puzzle, but rereading the rules, I saw that I missed the min and max coloring of the clues, so I had to recheck all the steps from the start. Thanks
