Hello.
This particular shape of arrow has worked very well for me in a few previous puzzles.
Both puzzles look very similar, but the ruleset and solve path are quite different. Eventually, these puzzles led to this idea: global vs global.

Global vs Global.
Normal sudoku rules apply.
Digits on an arrow sum to the digit in the attached circle.
Disjoint modular sets: Cells with the same relative box positions must contain digits from the same modular set (147), (258) or (369).
For example, if the first cell in box 1 contained a 5, every first cell of each box must contain a digit from (258).
Global entropy: every 2x2 in the grid must contain at least one low digit (123), one middle digit (456) and one high digit (789).

Once break in is solved, puzzle gets trivial as both constrains combined are VERY restrictive
