All cells containing odd digits form one contiguous, orthogonally connected region.
A digit in a circle indicates how many times that digit appears in circles.
A V between two digits points to the smaller digit.

Very interesting puzzle. It started off smoothly with standard counting circles logic, but then figuring out how to connect all the odd digits was the real challenge...
