Each digit in a circle has three separate meanings:
Circle Count: The digit tells you how many times that same digit appears inside circles in the grid.
Ratio: The digit represents the ratio between the two diagonally adjacent cells in one opposite pair.
Difference: The digit represents the difference between the two cells in the other diagonally adjacent opposite pair.

Thank you for all the nice comments on every puzzle you enjoyed. It brings a big smile to my face. I am working on a very similar puzzle to this one right now because I think the ruleset is pretty interesting even though this puzzle didn't get a lot of Attention.
