Initial Setter Difficulty: 3 / 5 (It is my strong opinion that solve time is not the same as difficulty)
SUDOKU:
• There are two separate 4x4 grids, where normal 4x4 Sudoku rules apply.
• Place the digits 1-4 once each into every row, column, and 2x2 box.

FULL RANK:
• Treating each 4x4 separately, the values on columns and rows, read in both directions, make a total of 32 numbers of four digits.
• Clues outside the grid show the rank for the indicated row/column among those 32 numbers, where the lowest is 1 and the highest is 32.
• One or more equal numbers are considered to be at rank N when there are N-1 numbers of strictly lower rank, meaning ties go to the lower rank. (For example, we say there are three numbers in rank 20 when there are 19 numbers of lower rank and the next rank will be 23, i.e. the ranks could go ⋯, 19, 20, 20, 20, 23, ⋯).
• X indicates a shared rank that must be deduced.

Hint

1 is allowed to tie, 32 is not, otherwise it would not be rank 32 by the rules.
Whilst 4321 would be a handy value for Rank 32, it would be a serious issue for Rank 1.

I know there's a bias against puzzles smaller than a 9x9 but this is the exact size it needed to be.
