Agree the ruleset is difficult to write, even if once understood is straightforward.
The only thing that got me on this was that the fog and Psycho look and say, seemed connected, but the rules on opposite corners seemed a little arbitrary. (And hence easy to miss)
For ref, my take on the rules wording would be
Cell X in a cage "looks" at the digit in box X in the same relative box position as itself.
Cages are Psycho look and say, indicating how many of those cells look at a specific digit, eg 38 means three of the cells in the cage look at an 8

I enjoyed your puzzle, but I found the explanation of the ruleset very confusing and needed to watch your video to understand where I went wrong. My initial interpretation was that, if there is a 6 in a cage, it is pointing to cell 6 in box 6. I think the ruleset would be more clear if, for instance, it said "A value of N in a cage points to the cell in the same position in box N. For example, if a cage in the top left corner of a box has a value of 7, then it points to the cell in the top left corner of box 7." That said, I agree it's a tricky ruleset to describe in words, and you might wish to consider including a diagrammatic example, or a direct link to your solve on YouTube. Thank you :)
