Jooshy's Deconstruction

This puzzle is dedicated to the GOAT Jooshy who's helped test countless puzzles and make them just right for playing.
Rules
- Deconstruction: Contained within the grid are nine non-overlapping 3x3 square regions, which must be located. Each region contains the digits 1 to 9 once each, such that no digit repeats in any row or column. Cells outside regions do not contain digits.
- Clues outside give the sum of all digits in the arrow's direction, or if an arrow is not given, the sum of all digits in that row/column.
- Each letter is a different digit from 1-9 and must be determined. A ? can be any digit from 1-9.
- Placing certain required digits will remove the fog from the bottom right cell. No guessing is required.
Solution code: Digits indicated by the clue in the fog, from the clue's direction.

Fabulous puzzle, insanely complex and rewarding! Perfect clues, so perfect setting. At the end I thought, how did I miss that clue, but it was behind the fog all the time and I never noticed the fog being lifted. Take a bow for this wonderful gift, thanks!
