1. NORMAL SUDOKU
Normal Sudoku rules apply.
2. RATIO ARROWS Each circled bulb contains a normal Sudoku digit d. Its effective VALUE equals the sum of the digits on its shaft and is either d/2 or 2d.
3. VALUE SANDWICH Digits 1 and 9 are the bread and are excluded from the sum. Every cell strictly between them contributes its VALUE. Ordinary cells use their digit; ratio-circle cells use their effective arrow value.
4. REGION SUM LINES Box borders split each line into segments. Every segment on the same line has the same digit sum.
Solution code: row 1 and 3 no spaces

The sandwich clues fool you into thinking this is more 3*, but working through the possibilities definitely took 4+* effort. Thanks, James, for another great Ratio Arrow puzzle!
Edit: (James) You're super welcome!
