Normal sudoku rules apply.
If a cell's digit is equal to its row number, its value is its column number, and vice-versa. The value of any other cell is its digit. For example, if r2c3 contains 3, it has a value of 2.
A cell with an arrow must have a value equal to one (and only one) cell seen in the arrow's direction.
