A puzzle based on the classic board game of snakes and ladders, with a similar path-finding theme as my puzzle Drafting Strategy which recently featured on Cracking the Cryptic :)

Normal Sudoku rules apply: place the digits 1-9 once each in every row, column and 3x3 box.

Normal Snakes and Ladders rules apply: the board zigzags up the grid, from bottom left to top right. If you land at the foot of a ladder, go up to its top. If you land on the head of a snake, slide down to the end of its tail. To finish, you must roll the exact number to land on the last square.

Your task is to get from the start square to the finish in as few moves as possible. Each roll of a regular 6-sided die counts as one move. The number you roll when you are on a square is the digit in that square.

The path you take through the game forms one continuous Dutch Whispers line. Along a Dutch Whispers line, adjacent digits differ by at least 4. Snakes and ladders not on your route are not Dutch Whispers lines.
