What do you mean by "valence electrons"? I don't get that rule.

(lgastako): It's not so much a rule, as a hint. Along the primary solve path I intended, there's a point where I was worried solvers might get stuck and that note was intended to draw their attention to 5's at that point. Of course I watched a friend of mine solve it and he took a completely different route and was never stuck at all, so who knows if it's even useful.
