Hello.
I've wanted to make a Chaos Construction puzzle using the BitClock constraint ever since I first came up with it. I started this puzzle months ago and restarted it countless times, but never ended up with a version I was happy with. After putting the idea aside for a while, I recently saw a weekly Chaos Construction prompt on Scojo's Discord server, which inspired me to give it another shot.
I'm happy with how this version turned out because it uses only BitClocks and a single given digit.

A digit in an arrow cell always counts how many cells of its own region it sees in its row and column, including itself. Cells belonging to different regions block vision.
Additionally, a hollow red arrow and its orthogonally adjacent neighbouring cells that share the same parity (odd or even) belong to the same region. Neighbouring cells with different parity belong to separate regions.
Cells outside the grid are considered odd for the purpose of BitClocks touching the grid edge.

BitClocks:
Each BitClock consists of:
- An arrow cell, and
- The four orthogonally adjacent cells around it.
The digit in the arrow cell encodes the parity (Odd/Even) of those four neighbouring cells.
Each digit 1–9 corresponds to a specific 4-bit parity code (see table below).
The arrow indicates the first neighbour, and the code is read clockwise around the four adjacent cells.
Example:
If an arrow cell contains 3, its code is
OOEE.
Starting from the direction the arrow points and moving clockwise, the adjacent cells must be Odd, Odd, Even, Even (read from left to right).
