It's obvious once you think about it due to the Uniqueness restriction, but I think adding that "touching" includes diagonally might help eliminate ambiguity for people trying to get into it, I at least stumbled a little at the start.
Great puzzle! Took me about an hour, which is quick for a 5* for me, so I rated it 4*, but perhaps I'm just growing as a solver.

Great puzzle! For some reason, my brain kept replacing the "no 10-sum" rule with "no consecutive digits", so I ended up breaking it a few times before I finally got used to it.

Fabulous puzzle! Very satisfying, rewarding and hard, especially the region building midsolve. After a certain deduction the puzzle finally collapsed to the solution. Thanks

Awesome puzzle. Maxbe add touches „from the max 8 cells around it“ to clearify. Great setting. Great solve logic. Loved it thx.

Hi Aeon, do you mean "touch" orthogonally or both orthogonally and diagonally?
A: Both. Else the puzzle would be broken from the start in more than one way

Q: the number of cells the circle touches - including itself or not?
A: it does not include. Will add it to the rules
