Segment Counters

Rules: Normal sudoku rules apply.
Region sum lines: Box borders divide each blue line into segments. Along any individual blue line, all segments have the same sum. Different blue lines may have different sums.
Segment counters: If a circled cell on a blue line contains the digit N, then the digit N appears in exactly N segments of that blue line (including the segment containing the circle).

pretty easy to start, if you are comfortable working with numbers as NUMBERS, not just LABELS.
difficulty ramps up when evaluating the long line, but not enough to make this level 3
