A clue outside the grid indicates how many times the corresponding line shape (i.e. a cross, branch, straight line, or turn) appears in the corresponding row or column, irrespective of the line shape's rotation.
A clue inside the grid may never be visited by the loop network, and indicates how many different line shapes (including unvisited) occur in the up to 8 surrounding cells.

Phew, what a lovely and rewarding puzzle! Very consistent difficulty for me throughout there, and I enjoyed the variety of cool (and intricate) logic hidden within this seemingly symmetrical setup x)
