Chaos Construction: Each cell in the grid contains a digit 1-9. Digits are not repeated in rows, columns, or regions.
The grid is divided into eighteen regions, each containing 2 or more orthogonally-connected cells. The cells in a region contain a set of non-repeating consecutive digits, in any order. The sum of a region is either X or Y (ie no three regions can have a sum that are all unique to each other).
A digit on an arrow indicates the length of the uninterrupted run of cells immediately beyond the arrow, in the arrow's direction, that belong to the same region as the arrow cell.
Anti-Region Dots: Cells separated by a white dot belong to different regions and contain consecutive digits.
Killer Cages: Digits in a cage sum to the value in its corner.

Very interesting concept well executed! It feels like there’s enough information to work with and get started chipping away at the structure while you figure out the overall solution and the tricks so when it clicks, the rest of the puzzle is smooth while not being too easy once you’ve figured most of it out. Great job, very fun!
