Normal sudoku rules apply.
Cells separated by a knight's move cannot contain the same digit.
Cells separated by a king's move cannot contain the same digit.
Box borders divide each blue line into segments with the same sum.
Hint if you are really stuck at the beginning:
AntiKnight+AntiKing always forces horizontal roping and vertical roping.

Coloring the grid was pretty straight forward if you've done anti king/knight before (or read the hint).
As for getting the numbers, for me, that was simply extracting the region-sum-lines as equations, and then establishing the relative ordering of the colors (in my example, first line was yellow = green+black, so I knew yellow > green and black, etc), and since we know they are all unique, assigning the values based on the ordering was then basically given.

Honestly, I think the hint is massive. Without it, I was messing around for quite some time making very limited progress. With it, I was done in 10 minutes. It would be fascinating to see if someone has found an elegant solve path that doesn't rely on the hint, or for that matter a simple enough proof of the hint that it doesn't turn this into a 5-star puzzle if you don't already know it!

same here, colouring went mostly good (messed up brain fart or misclick... couldn't tell but had to start over after 7 mins)
and the actual digits 7-13, 3-9 and essentially unrestricted value region sums weren't much of a help
Sooo I clicked the hint... aaand, yeah well, should've read the "at the beginning" part of it.

Coloring was nice and smooth but I probably missed some trick with getting the actual digits. Still had a good time, thanks!
