Cells joined by a colored (RGB) dot satisfy one of the following constraints:
- Digits are in a 1:2 ratio.
- Digits are consecutive.
- Digits sum to 15.
- Each white dot must be assigned exactly one of the previous colors (RGB). (Different dots may be assigned different colors.)
- Dots have the same color if and only if they satisfy the same constraint.
- All possible dots are given.

Fun puzzle. I didn't catch the negative constraint at the beginning and was sitting there for a bit thinking "this is two stars?" After re-checking the rules everything fell into place.
