Normal Sudoku rules: Place the digits 1-9 once each in every row, column and 3x3 box.
Arrows: An arrow between two cells is pointing at the larger digit.
Circles: A digit in a circle indicates exactly how many times that digit appears in circles. (ie a 5 being in a circle means exactly 5 circles contain a 5).
Toothpaste lines: Each teal 'toothpaste line' can be assigned a 'length', which is the number of cells the line visits. A digit cannot appear on a line if it is less than or equal to the line's length. (ie a line with a length of 5 cannot contain the digits 1234 or 5).

Very nice! I only wish you did not invert the standard meaning of the arrow between two cells, because that made me break the puzzle. Thanks!
