Normal sudoku rules apply. Digits along an arrow must sum to the digit in the arrow's circle. Digits separated by a white dot must be consecutive. Cells marked with a circle must contain an odd digit. No pair of adjacent digits in the puzzle can sum to any multiple of 4.
