Chaos Construction: Each row, column, and region contains the digits 1–9 exactly once each. A region is an orthogonally connected collection of cells, and regions are to be determined.
Region Rules: The number in the top left cell of a region specifies how many different regions are in the (up to 9) surrounding cells.
Palisade Circles: All palisade circles are in DIFFERENT regions. The number in a circle specifies the number of region borders that cell is touching, including the outside border of the sudoku.
White Kropki: Digits joined by a white dot are consecutive. Cells joined by a white dot are in DIFFERENT regions.
Black Kropki: Digits joined by a black dot have a 1:2 ratio. Cells joined by a black dot are in the SAME region.
Inequality sign: "points" to the smaller digit

Great puzzle! I loved how you need to switch between coloring and digits.
