Side note: I wonder how I'm meant to pronounce the genre name. Locusts? Loud cows? Lockouts?
Side note 2: It would be nice if, for rulesets where every arrow comes with a border, the borders are given from the start. For example the top left corner could look like this: postimg.cc/fJG4QTz3

This is just stunning. It feels completely unapproachable at first, but once you tune into the Lohkous logic, everything begins to unfold in a deeply satisfying way. There are so many elegant interactions throughout, but the final cell resolution is an absolute blast - truly phenomenal construction. The use of negative constraint is especially impressive. Hats off to you, Agent!

I read the rules, noted the negative constraint, opened the puzzle and noticed the relative dearth of clues and knew I was in for peak Agent shenanigans. Boy was I not disappointed
