I borrowed Nell Gwyn's Modular Spirals ruleset for this puzzle.

• Tessellation rules:
  • Place digits from 1-9 in each square and octagonal cell.
  • Cells sharing an edge can't have the same digit.
  • Each horizontal row and vertical column contains a non-repeating set of consecutive digits in any order.
• Three cells around a purple dot must contain digits that satisfy both:
  • are one from each residue class modulo 3, i.e. one from each set {147}, {258} and {369}, and
  • strictly increase going clockwise, starting at a cell to be determined.
