Normal Sudoku rules apply.
Each clue (read left to right or top to bottom) obeys two of the following rules:
X-SUMS - The clue is the sum of the first X digits in its row or column, seen from the direction of the clue, where X is the first digit seen.
SANDWICHES - The clue is the sum of the digits between 1 and 9 in its row or column.
NEIGHBORS - The clue is a pair of "given digits" to be placed next to each other in the row/column, in the orientation shown.
