Heavy Fog

Normal 6x6 Sudoku rules apply.
ARROWS - Digits on an arrow sum to the digit in the attached circle. Arrows only move orthogonally, and don't share cells.
FOG - The grid is partially covered in fog. It's really heavy fog, and I have no idea how to get rid of it.
