3-Center Regions

Place the digits 1-9 once in every row and column.

Each 3 and every cell surrounding it forms a region which contains distinct digits (usually nine cell regions, except 3's in R1, R9, C1, and C9 would have six cell regions, or a 3 in the corner would have a four cell region). Regions may overlap and not every cell is in a region.

Cages are marked with a number that is the sum of the digits in the cage. A 3 is never in a cage. Digits in a cage cannot repeat, because every cage is completely within a region. (Some cages may be partially in a second region if regions overlap.)

Black dots connect cells in a 2:1 ratio.

White dots connect consecutive digits.

This puzzle uses the center region rules from the puzzle 9-Center Regions by qyc. My version has 3 as the center digit because I wanted to use Black Kropki Dots. Feel free to ask questions if the rule is confusing. I'm starting the difficulty rating at 3 stars because it takes a bit to get into the rules.
