Yes, you're not mistaken - these are given digits! When I published the first puzzle featuring the "ions" rule, I realized that it's so restrictive that it could work in a "classic" sudoku, and indeed it works very well. As always, I appreciate your ratings and comments.
Rules:
- Normal sudoku rules apply.
- Every cell orthogonally adjacent to a 1 must be at least a 5 and every cell orthogonally adjacent to a 9 must be at most a 5.
