Each box border acts as a mirror (reflection line).

For any given cell, its value equals the sum of the digits obtained by reflecting that cell across all possible box borders. For example, r5c4 has the value r5c3 + r2c4 + r5c9 + r8c4, since these are the cells reached by reflecting r5c4 across each applicable border.

Values along an arrow must sum to the value in that arrow's circle.
