1. Global Entropy: Every 2x2 box must have at least one high, medium, and low cell (987, 654, 321).

2. Global Modular 3: Every 2x2 box must have at least one cell from every Mod 3 set (147, 258, 369).

3. Digits on an arrow sum to the number in the attached circle.

4. Arrows must have at least one repeated digit.

Are we sure about the solution code ? I feel like I solved it, CTC app says the solution is correct, but perhaps I made a mistake

Yes, the puzzle has two global constraints. And no, you probably don't need six different colors.
Please don't forget rule #4.
