Normal Sudoku rules apply, place the digits 1-9 in each row, column, and box.
German whispers: Adjacent digits on a green line must have a difference of at least 5. All German whisper lines have been given that would be vertical or horizontal. (i.e. There is a negative constraint, but this does not apply to diagonally adjacent digits.)
Ratio Pairs: Digits separated by a black dot must be in a 2:1 ratio. All black dots have been given.

Nice puzzle, the interaction between the two constraints, especially with the negative requirement was a good a-ha moment.

in order to qualify for level 2, there needs to be something to "bite on".
- can you do anything with 5s ? no
- can you do anything with 4/6s ? no
- can you do anything with high/low colouring ? no
- can you identify ANY of the kropki pairs ? no
- can you even LIMIT any of the kropki pairs ? no
and the negative constraints aren't even worth mentioning.

I can't be certain, but given your list you may have overlooked the most important constraint that is critical for this puzzle, the negative GW constraint. Without that this puzzle is not possible.
I do agree that the break in is a bit tricky making it a little high for a 2 star, but after the break in it is a lot easier and starts flowing.
