Rules:
Normal sudoku rules apply.
Normal kropki rules apply. In other words, digits separated by a white dot contain consecutive digits, digits separated by a black dot form a 2:1 ratio. Not all dots are necessarily given.

Nice little puzzle.
However to be pedantic, "Normal kropki rules apply" is ambiguous, as unless im mistaken, the original kropki rules did include a negative constraint by default (i.e. all dots given) and that was indeed my first thought when seeing a puzzle with just kropki dots.
Most puzzles I see usually state the rules concerning "kropki dots (not rules)" with a line of "not all dots are necessarily given" which makes it more clear which subset of the kropki rules apply.
