Made for a setting challenge about geman whispers and counting circles. Thanks sanabas, Kitty Trouble and PjoeterBliep for testing. Enjoy!
Whisper Dots: Digits joined by a green dot differ by 5 or more. All dots are given but some are invisible.
Dot Count: A digit on an arrow counts the number of (visible or invisible) green dots the arrow points at.
Counting Arrows: A digit on an arrow also counts the number of arrows that contain that digit.
Example
A 4x4 example with whispers that differ by 2 or more (left) and its solution (right). The counted (invisible) dots are marked with an X. Play the example.
Lösungscode: The bottom row (row 9) left to right (9 digits).

That was a lovely puzzle and a cool new constraint! I enjoyed it a lot.
My take on the ruleset is SVS #447 that will be published tomorrow.

I was stuck at not noticing the counting arrows rule, but once I get the idea, the puzzle goes very smoothly!
