Pretty good puzzle! The rules could use some improvement, as I had some trouble understanding them at first. I gave it a go, hope you don't mind. It's longer, but hopefully less ambiguous:
The leftmost cell of the uppermost row of a region is its "Region Number:" Region 1 has a 1 there, Region 2 has a 2, and so on.
A snake passes through every region in order from 1-9, moving orthogonally or diagonally, but may not revisit a cell, nor cross over itself.
The snake must visit every cell within a region before moving to the next region. When it moves to a new region, the Region Number must be the first cell it visits: the first cell it touches in Region 4 is the 4.
The snake begins on the 1 in Region 1, and ends after visiting every cell of Region 9.
I hope this is accurate, at least.
