Indexers under the Fog

I decided to make something much more approachable, so I tried the fog. Not sure whether I made it right.If there are any technical problems, please let me know. And feedback is always appreciated.
Rules:
- Normal 9x9 Sudoku rules apply: Place digits 1-9 once each in every row, column and 3x3 box.
- Fog: The grid is partially covered by fog and correctly placing digits may reveal more clues. No guessing is required or allowed.
- Row indexing: The entire grid is row indexers. Digits in row X indicate the row in which the digit X appears in that column. For example, if r3c6 is a 4,then r4c6 is a 3.
- Arrows: Digits along an arrow sum to the digit in the attached circle.
- Ratio Kropki dots: Digits separated by a black dot are in a 1:2 ratio. Not all possible dots are given.
Solution code: Row 1, from left to right, nine digits.

Great logic, but I think it might even be 2.5/5 to make the required deductions.

Very tricky breakin. Not that easy for those unfamiliar with certain properties of global indexers even to start. I think its at least a 2*, or even a 3* to indexing beginners
