This can be solved as a normal 1-9 sudoku by tweaking the rules a bit:
region sum: blue lines are divided by 3x3 box borders into segments. Each segment has the same sum after subtracting 5n, where n is the number of digits in the segment
x sums: if the first digit seen is n (n being at least 5), then the first (n-5) digits must have a sum of 5(n-5)
dewdrop: cells separated by a dewdrop sum to 10
other rules are unchanged.
The solution can then be transformed to a solution to the original by subtracting 5 from each cell

Always fun to see another Balanced Sudoku!

I've never solved a Balanced Sudoku before, so this was quite challenging, but very fair and enjoyable. The only problem is the difficulty in pencil marking pos/neg, a limitation in Sudokupad rather than your puzzle. Colors worked well enough on the whole but the ability to mark e.g. "negative 2" would have made for a smoother solve. One idea is to add an empty row where the solver could pencil mark a code (e.g. A1, B2... E1, F2...). Anyway, just an idea. Thanks for setting!
