Digits in a cage do not repeat and sum to the number given.
Digits on an arrow sum to the number in the attached circle.
Digits may repeat on an arrow. In fact, every arrow has at least one repeated digit.

does not qualify as level 2, because it requires either massive bifurcation, or some esoteric advanced technique
--i think you missed the important rule: Every arrow has at least one repeated digit

excellent puzzle, I haven't been solving sudoku for a while, this was nice to get myself back in the game.
