Key West (Nurikabe/Fillomino)

This puzzle was created as part of an event where I had to set a puzzle in the style of
Maizegator. This puzzle takes direct inspiration from the pair of fillomino hybrids
Delray Beach Sunrise and
Destin Sunset, by using the shading and clues from those, but combining it with nurikabe instead of ying yang (knowing that MaizeGator is a big fan of nurikabe). Since those are both named after holiday destinations in Florida, I attempted to find an island chain there to name this puzzle after. As my knowledge of Florida is rather lacking, I consulted MaizeGator resulting in this being named after Key West.
Rules:
- Fillomino: Divide the grid into polyominoes and fill each cell with a number equal to the size of its polyomino. Polyominoes of the same size may not share an edge.
- Nurikabe: Shade some cells (representing water) such that all shaded cells are orthogonally connected, but never fully cover a 2x2 area. Groups of orthogonally connected unshaded cells form islands. Two separate islands cannot touch one another orthogonally, but may touch diagonally.
- Parity: All odd polyominoes are shaded, while all even polyominoes are unshaded.Each island consists of exactly one polyomino.
- Arrows: Numbers on cells with an arrow indicate the number of polyominoes of the OPPOSITE shading/parity seen in the direction of the arrow.
Every island contains exactly one arrow.

Nice puzzle, but butchered the solution code. Row nine in an 11x11 puzzle isn't the bottom row.
