Chaos Construction: Place the digits 1-9 in every row, column, and orthogonally connected region. There are 8 orthogonally connected regions and one defined by a clue. One border is given.
Clue Placement: Clues must be placed by the solver on the grid as determined by the following rules:
Every cell is seen by EXACTLY one clue. For example, a German Whisper Line sees all cells that are on the line, a cage sees all cells in that cage, and a clue that counts the number of borders in a given direction sees all cells in that direction.
Whenever possible, every cell seen by a given clue must be in the same region. (Except for the pepperoni!)
Every clue must be as small as possible while still being a valid clue. For example, an 8 by itself is not a valid German Whisper, but an 8 and a 2 can be (but not a valid Zipper Line).
Wildcards: Questions are clue wildcards. They can represent a marking, a line, a cage connection, a digit, or anything else. Border questions imply that both cells share a clue and corner questions imply that clues are shared diagonally or by three or four cells.
Ingredients: Clues are arranged by ingredient. No cell seen by a clue may border any cell by a different clue of that same ingredient, not even diagonally. (Except for the pepperoni!) For example, there is an ingredient called "crust". It contains several clues, such as a Sandwich Sum and a Numbered Room. If a Sandwich Sum sees cells r3c4 to r3c7, A Numbered room cannot see any cell bordering those cells.

Ruleset:
Killer Line: Numbers on the line may not repeat and sum to the value given.
X-Sum: The first X numbers in a row or column sum to the given clues' value outside the grid, with X being the first number in the row or column.
Sandwich Sum: The numbers between the 1 and a 9 in a given row or column sum to the value given outside the grid.
Numbered Rooms: the digit X is located N cells away from the grid border, where X is the number outside the grid and N is the first digit in that row or column.
Border Count: The digit with border count arrows counts the total number of borders visible in all directions the arrows point to. All cells seen by these arrows are considered influenced by this clue.
Region Sight Sum: The cell with the Region Sight Sum arrows counts the total number of cells in the indicated direction that share a region with the Region Sight Sum cell (including itself). All cells seen by these arrows are considered influenced by this clue, and borders block clue vision.
3x3 Region: There is one region that is a 3x3 Region.
Knightmare Region: the knightmare region starts and stops on the edge of the grid, is connected by a path of knight's moves from 1 to 9 in ascending order, and no two cells in the region share a row, column, or border, not even diagonally. (Originally from Knight of Chaos by Andrewsarchus)
German Whisper Line: digits on this line must differ by at least 5.
Dutch Whisper Line: digits on this line differ by at least 4.
3-Whisper Line: digits on this line must differ by at least 3.
Chinese Whisper Line: digits on this line must differ by no more than 2.
Zipper line: Digits equidistant from the center cell of this line sum to it.
Arrow: Digits along an arrow line sum to its bulb.
Split Peas: Digits along a split pea line sum to a concatination of its endpoint bulbs. E.g. 1_345_2
Thermo: Digits along this line strictly increase from the bulb end.
Between Line: Digits on a line between the endpoint bulbs are greater than one bulb and less than the other.
V: digits separated by a V sum to 5.
Kropki Ratio: digits separated by a kropki ratio dot have a 1:2 ratio.
Kropki Consecutive: digits separated by a kropki consecutive dot are, in fact, consecutive.
Killer Cage: Digits in an orthogonally connected cage sum to the given value.
Nabner Cage: no digit in an orthogonally connected Nabner cage can repeat or be consecuive with any other numer in that cage.
Relik Cage: no combination of digits in an orthogonally connected cage sum to the given value.
3 in the corner: 3 in the spotlight, it's losing its religion
Counting Circles: Each digit in a counting circle counts how many of that digit are in counting circles.
Prime Numbers: a set of the digits 2, 3, 5 and 7.
A given 8: It's a given 8…

I really love this puzzle! The solve is surprisingly smooth for such a crazy ruleset with such a minimally clued grid. Very fun and creative!
