RULES
"Islands" are orthogonally connected groups of land cells.
"Bridges" are straight orthogonal lines between centers of cells which start on one island cell, pass over one or more water cells, and end on a different island's cell. No two bridges may share any of their cells.

Shade all cells as either land or water, such that the water cells form a single connected body without any 2x2s.
Connect the islands with bridges into a single connected network.

Each clued cell is land, and each island must contain two clues, although they might share a cell.
One clue on an island must represent the island's size, and the other must represent the number of bridges.
Question marks may represent any number.

For answer check to work in penpa:
  - Use any shade of gray or black for land cells
  - Use a non-gray, non-black color for water cells
  - Use green normal lines for bridges

For answer check to work in sudokupad:
  - Fill each unclued land cell with the number of bridges on its island
  - Fill each water cell containing a horizontal bridge with '8'
  - Fill each water cell containing a vertical bridge with '9'
  - Fill any water cell without a bridge with the number zero ('0')

Lösungscode: Column 10, then column 12. Use the letter L for land cells and W for water cells.

I loved this! I so rarely get to use graph theory to solve a sudoku but it helped me to conceptualize how the islands must connect.

Great puzzle, loved the constraint with the brides and all that brought.

One note, on the sudokupad the solution checker is wrong on the (?,5) island, so instead of whatever number you find change to 1s so the checker if not fixed or accepted when done.
