The rules:

Normal sudoku rules apply. Place the digits 1-9 exactly once in every row, column, and 3x3 box.

Kropki: Digits separated by a white dot are consecutive. Not all dots are necessarily given.

The blue lines are anti-kropki index snakes:

Index lines:The digit in the Nth cell along a line (starting from the diamond) indicates the position along the line where the value N appears. For example, if a diamond cell is a 4, the fourth cell along that line must be a 1.

Anti-Kropki lines: Adjacent digits on a line can not be consecutive, nor can they be in a 2:1 ratio. (This only applies to adjacency along the line. r4c3 and r5c2 are separated along the line, r5c3 and r5c4 are not on the same line, r3c7 and r3c8 only have one digit on the line, so all those pairs can be consecutive or in a 1:2 ratio.)

9s are important (and scared of snakes) too! 9s often get left out on index line puzzles. Not this time. Every 9 wants to feel important, and has positioned itself within touching distance of a 1. (i.e. all 9s have at least one 1 in a neighbouring cell. Orthogonal and diagonal neighbours both count.)
