Choose 3 colours: it doesn't matter which (you could also use symbols instead of colours). Fill each cell with one of the three colours.
In each row, column, and 3x3 box, the distribution of the three colours must always be 1-3-5, in some order: that is, one of the colours appears once, one three times, and one five times. (The same colour can occur a different number of times in different rows/columns/boxes)
Numbers tell how many times that cell's colour appears in that row, column and box, in some order. So for example a clue 1-1-1 means that no cell within its row, column or box has the same colour. In contrast to the first puzzle, not necessarily all clues have been given.
The colour in an arrow's circle may not appear on that arrow.
Solution code: In the midmost column, for each cell from top to bottom, give the number of times that cell's colour appears in the column. (9 digits)
