I made this puzzle following Scojo's prompt to use Split Pea lines along with (some flavor of) global entropy. I got the idea for this particular twist on global entropy from a comment of Damo regarding said prompt.

  • Normal sudoku rules apply.
  • Split Pea Lines:
    • The digits along a green line sum to a number obtained as a concatenation of the two digits in the circles attached to it, in at least one order.
    • The sum doesn't include the circled digits.
    • A line with a single circle on both ends has a value sum equal to the number obtained as the concatenation of two copies of the circled digit.
  • Global Equity: Determine a partition of the set of the digits 1 to 9 into three subsets with the same sum such that all 2x2 regions have at least one digit from each of those subsets.
