Normal sudoku rules apply.
SPLIT PEA LINES: Digits on a split pea line between two circled cells, excluding the circles themselves, must sum to a two-digit number formed by the digits in the circles, in either order.
GLOBAL ENTROPY: Every 2x2 area of cells in the grid must contain at least one digit from each of the following three groups: low (123), middle (456), and high (789).
COUNTING CIRCLES: Digits in circles indicate how many circles contain that digit.
Digits connected by a white dot are consecutive.
Digits connected by a black dot are in a 1:2 ratio.
Digits separated by an 'x' sum to 10.
CLONES: The two grey regions contain the same digits in the same arrangement without rotation or reflection.

I quickly got stuck until I read the comments and found I had forgotten a rule instantly. XD After that it was a very nice solve, challenging enough for me but still approachable. Thanks for this puzzle!
@MrPennywize: The global entropy rule determines your unresolved digits because of r3c3 and r4c3. :)
