X in S: The Art of Division

Normal Sudoku rules apply.
Clues outside the grid indicate the values of X-sum divided by Skyscraper, where:
"X-Sum" is the sum of the first N digits with N as the digit in the closest cell to the clue.
"Skyscraper" is the number of skyscrapers that can be seen in that row/column, from the line of sight of the clue, regarding digits in the grid as skyscrapers with their values corresponding to their heights. (Taller skyscrapers obscure all shorter skyscrapers behind them.)
For example, if a row/column is 314592687, then X-Sum=3+1+4=8 and Skyscraper=4 (3459 can be seen), so the clue is 8÷4=2
All clues, including "?" and inequality sign, are integers. Unclued places may or may not be integers.
