9x9 Chaos Construction rules apply: Divide the grid into nine non-overlapping regions each consisting of nine orthogonally connected cells. Place the digits 1-9 in each row, column, and region.
Draw a German Whisper loop through the center of cells so that every green dot is on the loop. Adjacent cells on the loop have a difference of five or more. The loop always moves orthoganally, never diagonally. The loop does not branch or cross, and does not touch itself, even diagonally.
Kropki Dots: Black dots indicate cells with a 2:1 ratio. White dots indicate cells with consecutive digits. A 1-2 pair could be marked with a white or black dot.
Region border dots: All black, white, and green dots lie between cells in different regions. The border is marked.
Negative constraint: All region border dots are given. There are no possible dots on any border drawn by the solver.
Note: The two diagrams below are not valid loops.
Solution code: The solution code is ten digits without spaces. The first digit is the number of regions in Row 4. The next nine digits are Row 4, in order.

fun puzzle but you should clarify the negative constraint. Region borders you draw can't contain digits that are 1 apart or 1-2 ratio but they can be more than 5 apart. The way its stated I thought that would also imply a green dot.
--interesting point. To clarify, region borders that you draw cannot be consecutive or in a 2:1 ratio. Region borders you draw also cannot be where the whisper loop crosses, which are the marked green dots.

Great puzzle with a very satisfying break in! I almost had the reverse experience of henrypijames as the negative constraint let me complete the entire puzzle while only knowing how 5 regions looked like!

Only 2 difficulty for me. The negative constraint is rather overkill - I only needed it once at the very end of the solve.

Great puzzle, my first chaos i solved.
Struggled with the negative constraint, as i thought it included green dots.
--I'm glad you liked the puzzle. The green dots mark every time the loop crosses a border. There should be no additional border crossings by the green loop.

Q: could you specify: "non-adjacent cells may not touch sides or corners. "? = The loop may not touch, not even diagonally ?
+ GW loop: consecutive digits on the loop differ by at least 5?
