Note:
I have updated the puzzle to be more user friendly. All of the logic is exactly the same, but the rules should be more concise, the cells the correspond to the skyscraper clues are marked, and notes for the skyscraper clues are able to be placed outside of the grid. While I feel it is important to keep the original puzzle up, the following link should be easier to use.

Rules:
Normal Sudoku Rules:
The digits 1-9 appear once each in every row, column, and square.
Kropki Dots
Black dots separate digits with a 1:2 ratio. Not all dots are given
Concatenated Palindrome Line:
Digits in the thin grey line read the same way backwards as it does forwards. Additionally, this line has a value that is found by concatenating one half of the line, starting at either end and stopping at and including the center digit.
Concatenated Ratio Line:
The thick red line has a value that is found by concatenating the digits along the line starting at the red square. The value of the thick red line is also equal to twice the value of the concatenated palindrome line.
Skyscraper:
Digits outside the grid indicate the number of skyscrapers seen from that digit. Digits in a cell indicate how tall its cells skyscraper is and taller skyscrapers hide smaller skyscrapers. The cells outside the grid are initially blank, but each contain a Greek letter that corresponds to a cell in the grid. For the cells above the grid, their corresponding cells sit on the thick red line. For the cells to the side of the grid, their corresponding cells sit on the thin grey line. The cells outside of the grid need to be filled./p>
Disguised Digits:
Digits outside of the grid have disguised themselves as Greek letters. Each digit has disguised itself as a unique letter, even if that digit is not unique. (For example, you might find that both λ and δ represent the digit 4)

At first, I assumed the red line was a thermometer. But it isn't. Once I realized that, I found a very nice, smooth way to solve it. A really cool idea. :)
