Place the digits 1-9 in each row, column, and orthogonally connected region.
Additionally, place the digits 1-9 in once in each circle.
The grid is filled with wormholes. Each circle on the grid is either a wormhole entrance or a 5. The remaining 5s are wormhole exits. Cells are orthogonally connected through wormholes.
Each region with a wormhole is divided through its wormhole by high/low. The digits 1-4 are on one side of the wormhole, and the digits 6-9 are on the other.
Regions cannot border themselves.
Adjacent digits on a green German Whispers line are separated by a minimum of 5. Different sections of the same region cannot both be on the same German Whispers line.
Digits separated by a black dot are at a 1:2 ratio and are in different regions.
Digits separated by a white dot differ by one and are in different regions.

Yes, I realised I misunderstood the rules. After a more careful reading I was able to finish it.

The update to the rules text didn't make it to SudokuPad. FYI, for updating: In SudokuMaker, from the Share > SudokuPad dialog, click on the wrench icon and copy the ID field (example: "sxsm_qoala_abcd1234..."). Then after you've updated the puzzle, if you put the ID you copied back, SudokuPad will remember player's progress if they switch to the new link. (If SudokuMaker preserves that on its own and I forgot, you can ignore this.)
@steveire: sudokupad answer checker worked fine for me.

I think this puzzle is still broken somehow. I don't know what it should be but I think the sudokupad answer checker is wrong.

Updated rules to clarify that different sections of the same region cannot share a German Whisper line.
